The legislation on climate change developed very dynamically in the
past years. This lead to a great number of complex EU directives,
national laws and ordinances as well as other guidelines from the EU
Commission, the German Competent Authority (DEHSt) and the relevant
federal administrations. Some of these rules and regulations are legally
